Addressing the opening of the sixth session of the National Assembly Standing Committee in Hanoi on Thursday, he said heavy workloads and tight deadlines must not compromise quality or discipline.
He urged agencies to prepare legislative proposals thoroughly and early, with clear accountability and follow-through.
Describing the session as a key legislative period ahead of the 16th National Assembly’s second session in October, he called for priority to be given to quality, feasibility and development needs.
Mr. Man said: “The guiding principle is that laws must be clearer, more consistent and easier to implement. They must remove bottlenecks, unlock resources and pave the way for development. Second, we must strengthen discipline in lawmaking and in preparing for National Assembly sessions. When considering the 2027 legislative program, I call for a focused approach, giving priority to urgent issues, institutional bottlenecks and emerging areas where the legal framework needs to be completed to promote development."
"I want to emphasize that registering a proposal for inclusion in the legislative program is a commitment of responsibility. Any agency that proposes a draft law and sets a date for its submission must take the initiative in preparing it and ensure both progress and quality. We must overcome the situation in which too many proposals are registered only for agencies to later request delays or withdrawals, disrupting the overall program,” said the top legislator.
At its 6th session, the National Assembly Standing Committee is scheduled to give opinions on 31 of 41 draft laws and resolutions expected to be submitted to the National Assembly at its second session.
