The bill, initiated by the late Senator Lindsey Graham and won bipartisan support, would issue mandatory sanctions not only on Russia's leadership and energy sector, but also on organizations and individuals supporting the Russian defense industry as well as the "shadow fleet" accused of helping Moscow evade sanctions.
The bipartisan Russia sanctions legislation authorizes President Donald Trump to place tariffs of up to 100% on top importers of Russian energy or entities helping Moscow evade sanctions, while retaining waiver power if certified as the US national interest.
