The blueprint seeks to deepen international cultural integration, export Vietnamese values and absorb the essence of world cultures. The end goal is an advanced culture steeped in national identity, deployed as a soft power to fuel rapid, sustainable growth, and lift Vietnam’s global standing.
By 2030, Vietnam plans to expand and sharpen cultural cooperation with countries, territories, cultural bodies and creative industry corporations across the region and beyond. It aims to win at least 5 prestigious international awards in culture and arts; to have at least 5 more heritage sites/titles recognized by international organizations (UNESCO and other specialized organizations); and to develop at least 10 cultural and heritage tourism destinations into national brands with global competitiveness.
By 2045, Vietnam aims to become one of the leading cultural and creative centers in the region; win at least 15 more prestigious international awards in culture, arts, and cultural industries; continue to establish at least 5 more Vietnamese Cultural Centers abroad in strategic partner countries; and strive to place Vietnam in the Top 3 of ASEAN and Top 30 globally in the Soft Power Index.
