Deputy Minister of Foreign Affairs Nguyen Thi Hoang Van, who led a Vietnamese delegation to the conference as an observer, said Vietnam supports efforts to protect civilians from these weapons and respects the legitimate right of every country to ensure national security and defense in accordance with the UN Charter and international law.
Deputy FM Van said Vietnam has suffered heavily from wars and understands the pain and losses suffered by countries due to the explosive remnants of war. Landmines and explosive ordnance are a major barrier to peaceful, sustainable development in Vietnam and many other countries around the world.
She said she believes the Vientiane Capital Action Plan should guide joint efforts to create a safer world free from the risks posed by cluster munitions, adding that Vietnam will continue its efforts to advance peace, cooperation, and sustainable development, and stands ready to support initiatives aimed at conflict prevention and post-conflict reconstruction.
