Addressing the session, Ambassador Do Hung Viet, Permanent Representative of Vietnam to the United Nations, said that over the past year, international security environment has steadily deteriorated, trust between nations has diminished, dialogue channels have been disrupted, the tendency to use military means to address security concerns has increased, and the multilateral system is now facing severe pressure.

Ambassador Viet affirmed Vietnam's commitment to supporting all efforts to completely eliminate weapons of mass destruction, while ensuring the legitimate rights of countries to peaceful uses of science and technology, and upholding international law, including the UN Charter and multilateral disarmament treaties.

Referring to the outcome of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons, he urged countries to consolidate the review process and strengthen shared commitments, and called on nuclear-weapon states to promote dialogue to reduce nuclear risks, fulfill obligations under Article VI of the Treaty, and achieve substantive progress in nuclear arms control and disarmament.

Ambassador Viet stressed the role of international cooperation in controlling small arms and light weapons, dealing with unexploded ordnance left over from war, strengthening multilateral dialogue on AI, cybersecurity, and governance of emerging technology, and ensuring that outer space is used for peaceful purposes and that all countries, including developing nations, can use space technology and services fairly.
