Minister-Counselor Nguyen Hai Luu, Deputy Permanent Representative of Vietnam to the United Nations made the statement on Wednesday at an open debate on the UN Security Council's working method at UN Headquarters in New York. The meeting was chaired by Denmark and attended by all UN Security Council members and many other UN member states.
The Security Council must ensure that its members are given the opportunity to chair and contribute to drafting the Council's documents, and that countries affected by such documents are adequately involved in relevant discussions and drafting processes, Mr. Luu said.
He also stressed that improving the UN Security Council's working methods is an urgent requirement to strengthen the council's effectiveness, credibility, and ability to adapt to crises, and should be considered part of a broader effort to make the Security Council a more inclusive and effective body that can better respond to new developments around the world.
Other UN members agreed on the need to improve the Council's effectiveness, preserve its decision-making and operational capacity; strengthen its role, and promote consultation, consensus, and responsibility among the Council members, especially the permanent members. The non-permanent members urged the 5 permanent members to exercise their veto power responsibly.
