During talks in Moscow on Wednesday, Party General Secretary and State President To Lam and President Vladimir Putin agreed to encourage businesses from both countries to enhance connectivity, expand investment, and develop new production and supply chains, particularly in promising sectors such as large-scale agriculture and food production, livestock farming, seafood processing, the maritime economy, consumer goods manufacturing, wood processing, shipbuilding, education and services.
Both leaders reaffirmed that energy and oil-and-gas cooperation remains a key pillar of the Vietnam-Russia Comprehensive Strategic Partnership, while cooperation is also expanding into new energy fields, including nuclear power, wind power and gas-fired electricity generation. They described the peaceful use of nuclear energy as a strategic area capable of opening a new chapter in bilateral relations.
President Putin affirmed Russia’s readiness to share expertise and technology, support human resource development, and implement cooperation projects in line with Vietnam’s needs.
The two sides also agreed to further strengthen cooperation in defense, security and military technology, expand high-quality workforce training, and promote exchanges in culture, the arts, sports and tourism. They pledged to facilitate travel, study, work and tourism opportunities for citizens of both countries.
The Vietnamese leader welcomed President Putin’s consideration of visa exemptions for Vietnamese citizens and reiterated Vietnam’s readiness to coordinate the organization of the Russian Cultural Season in Vietnam in 2027.
He invited President Putin to pay a state visit to Vietnam and attend the APEC Economic Leaders’ Meeting in Phu Quoc in November 2027. President Putin said Russia would work closely with Vietnam and contribute to the success of the event.
On this occasion, President Putin attended a ceremony honoring Party leader and President To Lam with the 2026 Lev Tolstoy International Peace Prize.
The award recognizes Mr. Lam’s contributions to promoting peace, strengthening cooperation and mutual understanding among nations, and advancing justice and respect for international law. It also acknowledges his role in introducing to the world Vietnam’s longstanding traditions of peace, humanism and dialogue.
