At the talks, Deputy Minister Le Anh Tuan said Vietnam had ratified the Hanoi Convention and deposited its instrument of ratification with the United Nations Secretariat on April 17, 2026, becoming the first Southeast Asian country and the third in the world to do so.

Vietnam is actively completing its legal framework, localizing the Convention’s provisions, establishing and operating a national focal-point mechanism, and promoting initiatives in international cooperation on combating cybercrime.

Artur Lyukmanov stressed that Russia wishes to continue cooperation with Vietnam and supports the initiative to establish a regional cybercrime center of the United Nations Office on Drugs and Crime (UNODC) in Hanoi.

Both sides agreed to further promote cybersecurity cooperation and actively contribute to joint international efforts to address global challenges
