The SMS-MP project is funded by the Multilateral Fund for the Implementation of the Montreal Protocol and implemented through the World Bank (WB) and the United Nations Environment Programme (UNEP). It will run from 2026 to 2031, with the Department of Climate Change under the Ministry of Agriculture and Environment designated to lead its implementation.
“The project targets the phase-out of 97.5% of baseline HCFC consumption by 2030 and a 10% reduction in baseline HFC consumption in Vietnam from 2029. Since joining the Vienna Convention and the Montreal Protocol in 1994, Vietnam has met its international commitments and made significant progress in protecting the ozone layer, said Nguyen Tuan Quang, Deputy Director of the Department of Climate Change.
In 2024, the Prime Minister approved a national plan to manage and phase out controlled substances, he noted. “The plan calls for a gradual reduction in HFC use, the adoption of new technologies and more environmentally friendly refrigerants, and improved energy efficiency in the cooling sector.”
