Tran Phu Thuan, Vice Chairman and Secretary-General of the Association of Vietnamese Organizations in Russia, said Resolution 23 brings several important changes.
“First and foremost, it redefines the position and potential of the overseas Vietnamese community. Previously, overseas Vietnamese were seen as an important resource. Now, they are recognized as an important strategic resource. In the past, we described overseas Vietnamese as an inseparable part of the great national unity bloc. Resolution 23 goes a step further, recognizing the overseas Vietnamese community as an important resource for contributing to national development,” said Thuan.
Dao Manh Dung, Vice President of the Vietnamese Association in Primorye, Russia, said, “Resolution 23 highlights a new role for the Vietnamese community abroad: contributing to national development, and, in particular, protecting the Fatherland from afar. They also have a role to play in bringing Vietnam closer to people around the world.”
