The conference focused on the active role of local authorities in implementing the national foreign policy, while seeking practical cooperation models tailored to the needs and strengths of individual localities.

Nguyen Loc Ha, Vice Chairman of the Ho Chi Minh City People’s Committee said the network of friendship and cooperation with 88 foreign localities and nearly 20 international partner organizations is an important foundation for Ho Chi Minh City to continue expanding its space for dialogue, strengthening ties with strategic partners and engaging more deeply in global innovation and development networks, said

“However, the requirement in the new period is not only to expand these relationships, but, more importantly, to improve the quality of cooperation and turn international connections into concrete values that contribute to the city’s development,” he said.

Deputy Foreign Minister Nguyen Hoang Long said the key was to turn the network of friendship partners and connections into concrete resources, opportunities and drivers for development.

Ho Chi Minh City Friendship Dialogue 2026 is drawing nearly 500 domestic and international delegates.
