Deputies said the draft resolution on mechanisms for culture development reflects a renewed mindset. They recommended that the resolution further clarify concepts and provide specific regulations for cultural industries. Allocation mechanisms should be more focused and based on measurable outcomes.

Bui Van Dung, a deputy for Thanh Hoa province, said: “The development of cultural industries and incentive policies should be implemented selectively and tied to results. Cultural creative zones and clusters should be piloted in major urban areas with sufficient market conditions, human resources, and infrastructure. Tax and credit incentives should be linked to specific products, added value, and export potential, thereby creating substantive motivation and avoiding the “ask–give” mechanism.”

Deputy Hoang Ngoc Dinh representing Tuyen Quang province raised issues on mechanisms and policies for cultures of ethnic minorities. “First, priority should be given to preserving and developing ethnic cultures, especially languages, scripts, and distinctive cultural values. Second, the State should adopt policies to support the transmission and practice of folk and traditional arts within communities, including policies for artisans, practitioners, and heritage educators. This is a decisive factor in ensuring cultural continuity,” he added.

Also on Wednesday, the National Assembly gave opinions on a draft resolution on the establishment of Dong Nai City under central administration, enabling Dong Nai to rapidly become a strategic connectivity axis among major economic centers and an important international trade gateway in the southern region.
