The draft introduces new provisions aimed at the efficient use of marine areas to achieve socio-economic development goals and protect national defense and security.
The draft law fully institutionalizes the Party's guidelines and the requirements for national development in the new era, closely and harmoniously link socio-economic development with the efficient use of marine resources.
“This requires a shift in mindset and methodology toward integrated marine spatial management. It demands a high standard of practice—specifically, an ecosystem-based approach; a transition to green, circular, and low-emission growth models based on data and accountability,” said Chairman of the National Assembly's Economic Committee Phan Van Mai.
The National Assembly Standing Committee also discussed mechanisms for resolving conflicts and determining the ultimate authority responsible in cases of overlap between integrated marine spatial management and sector-specific management.
