During the meeting, lawmakers addressed core issues, removed institutional bottlenecks, and opened up new development space.
Premises for a new development phase
The most significant outcome was the consolidation of the state apparatus. National Assembly deputies elected and approved key leadership positions with a high level of consensus, including the posts of State President, Prime Minister, and National Assembly Chairman. Finalizing personnel work within the first week ensured stability, continuity, and smooth operation of the political system, creating a premise for the successful implementation of 14th National Party Congress’s Resolution.
“All National Assembly deputies and people nationwide expect the new apparatus to have sufficient capacity, confidence, and determination to achieve all the goals set at the 14th National Party Congress, in a context of dramatic global changes and a very open economy. With a new apparatus that has both experience and practical capacity, along with strong determination, I firmly believe that Vietnam will remain steadfast,” said Nguyen Thi Viet Nga, Deputy Head of the National Assembly delegation of Hai Phong city.
In its very first session, the 16th National Assembly demonstrated a constructive role, undertaking a large volume of legislative work, including important resolutions on socio-economic development and the state budget for the next five years.
“When we set out a five-year plan for an entire National Assembly term, it means we have established a framework, an institutional foundation, and a broad orientation for the future. With a clear vision and specific targets, we bring ambitious goals like double-digit growth and centennial targets closer to reality through concrete actions by the National Assembly,” Deputy Bui Hoai Son of Hanoi said.
From legislature to life
The success of the first session has spread confidence from the legislature to voters nationwide. Discussions focused on institutions, policies, and growth as well as issues of daily life and livelihoods.
“The National Assembly has reformed its operation and legislative and supervisory mindset. It proactively improves institutions, removes obstacles to development, and issues policies that address real-life challenges,” Tran Thi Nhi Ha, Deputy Head of the National Assembly’s Committee for People’s Aspirations and Supervision, said.
“The National Assembly requires more substantive outcomes and measurable results. Supervision must address issues thoroughly. Effective, action-oriented reform of the National Assembly will strengthen public trust.”
That spirit of substantive reform has created an effective working atmosphere. “The session takes place right after Vietnam reformed its governance model, creating a two-tier local government system, a streamlined apparatus, an administrative reorganization, and many long-term goals, including centennial targets. Devising long-term plans and revising laws to create a more open and enabling environment will foster national development in the new phase,”Deputy Bui Hoai Son of Hanoi said.
The 1st session of the 16th National Assembly showed a proactive and determined legislature laying the groundwork for Vietnam’s rapid and sustainable development.
