Thorough preparations made to ensure smooth operation of newly-restructured government

(VOVWORLD) - Vietnam’s new two-tier local government model will officially begin operation on July 1. To ensure the new system functions smoothly and effectively, Vietnam has made thorough preparations and clearly defined the responsibilities, authority, and organizational structure of the administration at each level.

With 100% approval of National Assembly deputies, the revised Law on Organization of Local Government was officially passed at the 9th session of the 15th National Assembly on Tuesday. This historic event will serve national development goals in the new era.

Over 5,000 legal documents reviewed

The Government from central to local level has made coordinated and comprehensive preparations for this major policy shift. The ultimate requirement was to complete the legal framework within a short timeframe without leaving any legal loopholes. The National Assembly, the Government, and relevant agencies worked closely to fine-tune a large volume of legal documents in a short period.

Deputy Minister of Home Affairs Truong Hai Long said: “The National Assembly and the Government have amended the Constitution and key laws, including the Law on Organization of Local Government and the Law on Cadres and Civil Servants, to create a legal foundation for the two-tier local government model. Secondary documents, such as decrees and guidelines, have been issued to help launch the new model.”

Deputy Minister of Finance Ho Sy Hung said preparations included specific, detailed assignments for each person. Plans were made public and sent to relevant agencies to ensure coordinated, effective operation.

Hung said: “We have reviewed 5,000 legal documents and identified 6,738 tasks, including 2,718 key tasks for the government of all levels. The responsibilities of provincial and communal administrations have been clearly defined. The Government has issued 28 decrees on decentralization, delegation of authority, and clarification of roles between the central government and local authorities. Vietnam’s approach has been methodical, well-prepared, and coordinated to ensure a smooth transition.”

The public consultation process was conducted seriously and received broad consensus. The Government has studied plans for staffing and restructuring specialized agencies under the new system, emphasizing the appointment of competent personnel with strong legal knowledge and state governance experience. Personnel assignments, matched to job positions and individual abilities, make responsibilities clear. Training programs have been rolled out to prepare personnel for their new roles and duties.

Facilities, digital infrastructure, and IT systems have been upgraded to ensure seamless connectivity between all 3,321 commune-level administrative units, supporting the operation of a digital government and enabling the electronic processing of administrative procedures.

Creating a new development space for Vietnam

Restructuring from a three-tier to a two-tier local government model reflects Vietnam’s strategic vision and determination to reform in the new era. A streamlined, efficient government apparatus will create a new development space and enhance Vietnam’s regional and global competitiveness.

Deputy Minister of Home Affairs Truong Hai Long said: “A streamlined apparatus will reduce budget expenditure and enhance effectiveness. Creating larger provincial-level administrative units will make more room for economic development, regional investment, and connectivity, fostering balanced growth among localities. This will create favorable conditions for development in transportation, maritime, and aviation infrastructure. The two-tier local government model will bring government closer to the people and improve services for citizens and businesses.”

The two-tier local government model will provide a more modern governance structure, open up a new development space, clear bottlenecks, unlock resources, and support Vietnam’s goal of rapid, sustainable growth in the new era.
