The theme of the Congress is “Under the glorious flag of the Party, fully harnessing unity and consensus to successfully achieve national development goals through 2030; with self-reliance, resilience, and confidence, advancing strongly into the era of national rise, for peace, independence, democracy, prosperity, affluence, civilization, and happiness, and steadfastly moving toward socialism.”

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development," the Congress will discuss and approve a number of important documents, including the Draft Political Report of the 13th Party Central Committee; the Draft Report reviewing some theoretical and practical issues of the socialist-oriented renewal process over the past 40 years in Vietnam; the Draft Report reviewing 15 years of implementation of the Party Statute (2011-2025), and proposals and orientations for amendments and supplements to the Party Statute; and the Report reviewing the leadership and direction of the 13th Party Central Committee.

At the preparatory session on Monday, delegates approved the Congress’s working regulations, agenda, and election regulations. They elected a Presidium comprising 16 Politburo members, a Secretariat of five members, and a Delegate Eligibility Verification Board with 13 members.

The Congress also unanimously approved the report on delegate eligibility, confirming that all delegates are fully qualified.
