The Vietnamese delegation will be led by General Phan Van Giang, Deputy Secretary of the Central Military Commission and Minister of National Defense of Vietnam, while the Chinese delegation will be led by Minister of National Defense of China Dong Jun.

Major General Nguyen Xuan Thuy, Deputy Director of the Department of Propaganda and Education of the Ministry of National Defense of Vietnam, said at a press conference in Hanoi on Wednesday: "The 9th Vietnam-China Border Defense Exchange will contribute to realizing the shared understanding of the two countries’ senior leaders regarding the continued promotion of increasingly substantive defense cooperation. This is especially significant as the exchange takes place immediately after the State visit to Vietnam by General Secretary and President of China Xi Jinping, scheduled for April 14 and 15. The exchange aims to strengthen friendship, solidarity, and promote practical cooperation among border guards, local authorities, and residents of border regions in both countries, as well as to enhance relations between the Vietnamese and Chinese armies. This will contribute to building a border of peace, friendship, stability, cooperation and development."

To mark the occasion, the Vietnamese and Chinese Ministers of National Defense will hold talks and oversee the signing of several cooperation agreements.
