Addressing the ceremony, General Secretary Lam reiterated the Communist Party of Vietnam’s consistent stance that people are both the goal and the driving force of development, and that caring for the people's health is a central and continuous political task. Healthcare for the elderly is a deeply humane issue, reflecting the responsibility of the Party, the State, society, and each family towards those who have dedicated their lives to the country and the community, he added.
The General Secretary suggested that Hanoi Medical University and other medical facilities prioritize the quality of healthcare and the well-being of the elderly, and develop the Elderly Healthcare Complex into a reputable training and research center for geriatrics and work on a "silver economy"—economic activities related to the consumption of goods and services by people aged 50 and above.
“This project matches major policies of the Party and State on the development of science and technology, private economy, and protection, care, and improvement of people's health. It also demonstrates the capital city's determination to apply specific mechanisms and policies to implement large, important projects with ripple effects."
"The project clearly demonstrates a long-term development mindset in elderly healthcare. Through the project, a healthy, humane, and sustainable "silver economy" is gradually formed and developed, in which elderly healthcare is both a social welfare goal and a driving force for innovation,” according General Secretary Lam.

The Hanoi Medical University's Elderly Healthcare Complex is designed to integrate high-quality medical examination and treatment, AI applications, medical training and practice, scientific research, technology transfer, and comprehensive healthcare for the elderly.
The centerpiece of the project is Zone 1, which includes a 15-ha research area and specialized centers with a capacity of around 2,600 beds; a training, research, and technology transfer system, comprising research institutes, lecture halls, and dormitories, serving 10,000 students. Phase 1 of the project is expected to be completed in 2028 and full completion is slated for 2030.
