In his address at the discussion attended by UN Secretary-General Antonio Guterres and representatives of countries and international organizations, PM Chinh emphasized that Vietnam has issued many strategies, laws and action plans to combat cybercrime; built a comprehensive, proactive cyber security posture for all people; gradually improved capacity, self-reliance and confidence in cyber security, especially in technology and human resources.

Vietnam’s cyber security commitment and capacity ranked 16th in the world, 3rd in ASEAN and 4th in Asia Pacific, the Prime Minister said, adding Vietnam always demonstrates a proactive and responsible spirit, being ready to contribute to the goal of ensuring global cyber security.

“Cyberspace is an inviolable common asset that must be protected and governed on the principles of respect for digital sovereignty, fairness, cooperation and responsibility. The significance of the Hanoi Convention lies not only in establishing common standards for ensuring cyber security, but also in opening a mechanism for international coordination, information sharing, technical assistance and capacity building for countries with limited resources. These will help narrow the gap in digital capacity and prevent inequality and injustice in technology in the digital age.”

Delegates shared the view that cybercrime is a global challenge, requiring unified action and international cooperation in sharing evidence, extraditing suspects and protecting cyberspace. Countries considered the Hanoi Convention an important tool to improve cybersecurity capacity, build specialized forces, strengthen public-private cooperation, and harmonize national policies with international standards. They voiced their strong commitment to implementing the Convention and working closely with member countries to protect people in the digital space.
