(VOVWORLD) - Prime Minister Pham Minh Chinh has called for focused leadership, manpower and resources for railway projects.

Speaking at the 5th meeting of the Steering Committee for Key National Railway Projects on Tuesday, PM Chinh who is also Head of the Committee, called for strong political determination, a high sense of responsibility, and decisive, effective action to ensure the timely fulfillment of assigned goals and tasks. He said:
He said: "The implementation of projects must be in line with the principles of “three benefits” and “two no’s.” The “three benefits” include benefits for the State, the people, and businesses, guided by the principle of harmonized interests and shared risks. The “two no’s” mean no corruption or misconduct, and no waste or loss of public assets, labor, or funds. Delays in project implementation or site clearance were described as serious forms of waste."

Regarding the North–South high-speed railway, the Prime Minister underlined the importance of selecting appropriate technologies to gradually master operations, maintenance, design, and production. For the Lao Cai–Hanoi–Hai Phong railway, he called for a clear roadmap and concrete plans for training human resources for construction and management.
As for urban railway projects, the Prime Minister urged a comprehensive review of metro system planning in Hanoi and Ho Chi Minh City. He proposed prioritizing the Van Cao–Hoa Lac railway line in Hanoi and accelerating procedures to break ground on the Ben Thanh–Tham Luong line in Ho Chi Minh City.
At the meeting, Minister of Construction Tran Hong Minh reported that investment policies have been approved for two major projects including the North–South high-speed railway and the Lao Cai–Hanoi–Hai Phong railway. Construction has already begun on Component Project 1 of the Lao Cai–Hanoi–Hai Phong line, launched to mark the 80th anniversary of the August Revolution. Preparations are also underway in terms of technical conditions and human resources, alongside the establishment of a cooperation mechanism with China through a joint committee.
