(VOVWORLD) - President Putin has repeatedly expressed Russia's willingness to discuss the Ukrainian conflict and security issues with all countries, including the United States, said Kremlin spokesman Dmitry Peskov on Monday while speaking to reporters on Russia's relationship with the US and the Ukrainian issue.

He said US President Joe Biden and his administration are doing everything possible to leave the worst legacy on Washington-Moscow relations, Peskov said while commenting on the US’s new sanctions on Russia.
Peskov said that the US's sanctions on Russia are bound to heighten instability in international energy markets and oil markets, adding that Russia will closely follow the consequences and restructure its companies to mitigate the impact.
The same day, the European Union announced a new humanitarian aid package of 140 million euros (142.8 million USD) for Ukraine and a further 8 million euros worth of aid for Moldova. European Commissioner Hadja Lahbib, responsible for crisis management, said the funding is designed to help with food, shelter, clean water and heating for Ukraine's population.
She said the EU will continue to do everything in its power to help those affected by this crisis, adding that the most affected areas in eastern and southern Ukraine will receive priority aid.
