Shifting lawmaking mindset from management-focused to service-oriented: PM

(VOVWORLD) -The lawmaking mindset must be reformed from a management-centric approach to one of facilitation and service, Prime Minister Pham Minh Chinh said as he chaired the 7th meeting of the Government Steering Committee on reviewing and handling of obstacles in the legal system in Hanoi on Saturday.

Last year, the Government drafted 99 laws and resolutions for submission to the National Assembly for approval. The transparency and openness in lawmaking have been enhanced, with strengthened public consultation and feedback incorporated from businesses, scientists, and lawmakers.
The Prime Minister requested government members and local leaders to improve institutions and laws based on the review results, propose solutions to overcome difficulties caused by legal regulations, and continue to identify institutions as the breakthrough of breakthroughs. He particularly emphasized that institutions are a goal, a driving force, and a resource for the rapid and sustainable development of the country.

“Institutional breakthroughs must transform the situation from a "bottleneck" of "bottlenecks" into a national competitive advantage. The situation must shift in mobilizing resources from the people, businesses, and society to serve double-digit growth. Power must be decentralized to the maximum extent, while tasks are assigned to those who can do them best,” PM Chinh said.
The Prime Minister added that laws must serve development and contribute to unlocking, mobilizing, and effectively utilizing resources to successfully achieve double-digit growth targets and socio-economic development goals and tasks for 2026 and beyond.
