US Ambassador to the United Nations Samantha Power said the agreement with Russia mentioned Syria’s “legal duties” with respect to chemical weapons. Russian Foreign Minister Sergei Lavrov affirmed the agreement but gave no further detail. However, the resolution mentioned the possibility of a future response if Syria does not implement its commitment. The US called this agreement a historic turning point because it puts Syria’s commitment under international supervision. This is the first resolution passed by the Council’s permanent members since the Syria conflict began in March 2011.
