Under the program, the two sides will organize communications and outreach activities to mobilize and encourage people to strictly comply with the Party’s guidelines and the State’s laws. The focus will be on educating and disseminating legal knowledge related to seas and islands, the Law on Fisheries, the Law on Environmental Protection, and the 1982 United Nations Convention on the Law of the Sea.
The program aims to support socio-economic development and improve cultural life for coastal communities. The Vietnam Coast Guard will provide dedicated support for fishermen, enabling them to sail out to sea and cling to their traditional fishing grounds, contributing to firmly maintaining national security and sovereignty over seas and islands.
To ensure the program is practical and effective, the Vietnam Coast Guard proposed that Thanh Hoa Province instruct relevant agencies, and Party committees and authorities of coastal communes and wards, to closely coordinate with Coast Guard units.
Together, they will develop specific action plans tailored to the conditions of each agency, unit, and locality for immediate implementation following the signing of the program.
