Professor Shimizu Masaki of Osaka University in Japan assessed that the draft reflects a spirit of "breakthrough" and high urgency, notably the identification of Vietnam entering a "new era", an era of national progress. The mindset on socio-economic development is shifting from speed to quality, with institutional improvement considered a breakthrough to unleash resources, he added.

According to Professor Shimizu, the emphasis on innovation, green economy, and digital transformation indicates that Vietnam is well aware of the middle-income trap risk and is determined to renew its growth model. Vietnam's competitive advantage is shifting from cheap labor and resources to "intellectual capital" and "data," enabling deeper participation in global value chains.

Discussing foreign policy, he argued that Vietnam's proactive and flexible diplomatic approach reflects growing confidence. Vietnam is not only playing a balancing role among major powers but is also emerging as a "constructive partner" and a connecting hub in the region, affirming its independent, self-reliant, and responsible position in promoting peace and stability in Southeast Asia.
