The city’s Department of Construction estimates demand for social housing at approximately one million apartments. During the 2026–2030 period, the city aims to build more than 181,000 social housing units, including 50,000 rental homes.

Chairman of the municipal People’s Committee Nguyen Van Duoc said land has been allocated for social and rental housing projects, while businesses have registered interest in developing nearly 100,000 units.

He called for stronger incentives, including tax breaks, land-use fee reductions, and preferential loans, to attract private-sector investment.
