The agreement followed weeks of talks between Israeli Foreign Minister Gideon Sa'ar and Venezuelan Foreign Minister Félix Plasencia.

According to a joint statement, the two sides agreed to set up a formal mechanism for providing consular services to their citizens, and stressed the importance of ties between Israel and Venezuela's Jewish community.

This will be the first formal communication channel between Israel and Venezuela since they severed diplomatic relations in 2009. However, the channel is limited to the consular level and does not amount to a full restoration of diplomatic ties.
