The statement notes that at the invitation of the Governor General of Canada, General Secretary of the Communist Party of Vietnam Central Committee and President of the Socialist Republic of Vietnam To Lam paid a State visit to Canada on Thursday and Friday.
This marked the first visit to Canada by a General Secretary of the Communist Party of Vietnam Central Committee since the establishment of diplomatic relations in 1973, representing a historic milestone in the bilateral relationship. During the visit, General Secretary and President To Lam held talks with Canadian Prime Minister Mark Carney in Ottawa.
The leaders of the two countries elevated the Vietnam-Canada relationship to a Strategic Partnership based on eight pillars: (1) Bilateral, regional, and multilateral cooperation; (2) Cooperation in trade, investment, finance, and the economy; (3) Cooperation in transportation, supply chain management, and infrastructure; (4) Cooperation in digital transformation, artificial intelligence, advanced technology, and innovation; (5) Cooperation in energy security, the environment, and sustainable growth; (6) Cooperation in food security and the agri-food sector; (7) Cooperation in defense, security, maritime affairs, law enforcement, and justice; and (8) Cooperation in education, culture, and people-to-people exchanges.
Collectively, these pillars provide a foundation for Vietnam and Canada to jointly address shared challenges, seize emerging opportunities, and contribute to a more secure, prosperous, and dynamic Indo-Pacific region.
The foreign ministers of both countries are coordinating with relevant agencies to develop an action plan for delivering the objectives of the strategic partnership.
