According to National Assembly deputies, these reductions will help shorten the time needed to bring technology projects and new services to market while significantly reducing compliance costs for businesses.
Deputy Prime Minister Ho Quoc Dung explained the alternative management mechanisms to be applied following the reduction of business conditions, underlining the first necessity to remove business conditions that are no longer genuinely necessary, those that are unclear, and those that can be shifted to post-inspection management mechanisms.
“Second, this reduction must go hand in hand with reviewing and ensuring alternative management tools, such as technical standards systems, without compromising the effectiveness of State management. Taking into account the deputies’ feedback, the Government will continue to direct ministries and sectors to carefully review and refine tools for post-inspection management to ensure effective and efficient State management," Mr. Dung said.
Deputy Bui Thanh Toan of the Dak Lak National Assembly delegation commented on the draft Law on Technology Transfer, which includes a provision assigning the Ministry of Science and Technology to take the lead in formulating and approving the national program for science and technology market development.
"A research result is truly meaningful when it becomes a specific product. An invention only truly realizes its value when it creates jobs, increases productivity, and generates practical utility. A policy is only truly successful when citizens and businesses can access, use, and benefit from it. If infrastructure is the road, then technology is the vehicle, and digital trust is the passport," the deputy said.
The first phase of the National Assembly’s first extraordinary session concluded on Thursday morning. The legislature will be in recess from Thursday afternoon until next Tuesday, allowing National Assembly agencies, the Government, and relevant bodies to incorporate feedback, revise, and finalize the draft laws and resolutions before the second phase begins next Wednesday.
