The draft revised law focused on shifting from protecting to assetising and commercialising intellectual property rights, while adapting to digital technology and artificial intelligence.
National Assembly President Tran Thanh Man said: “It’s necessary to soon issue unified and transparent guidelines, particularly for intangible assets such as software, data and digital brands. There should be clearer tax and credit incentives for businesses using intellectual property as capital contributions. Accountants and auditors should be trained on intellectual property assets to prevent the situations where assets exist but cannot be properly recognised.”
Mr. Man proposed to have fast-track appraisal mechanisms for strategic sectors such as green technology, semiconductors and artificial intelligence, while strengthening the responsibilities of intermediary service providers and digital platform operators in protecting intellectual property rights in cyberspace.
Also on Thursday, commenting on the draft amended Law on the Implementation of Grassroots Democracy, Mr. Man said that grassroots democracy should ensure that people are informed, consulted and given the opportunity to express their views, and more importantly how their opinions are considered and followed up with concrete results.
