During this session, the committee will discuss preparations for the 16th National Assembly’s first extraordinary session, scheduled for early August, and review preparations for the 2nd regular session later this year, among other matters.
The agenda includes 24 draft laws and resolutions to be submitted to the extraordinary session, 2 draft laws for the 2nd regular session, 10 ordinances and resolutions under the 2026 legislative program, and 3 additional items within the committee’s mandate. The committee is also expected to approve 4 resolutions.
Addressing the opening session, Chairman Man said that, for major issues involving differing opinions or new policies that depart from existing legal provisions, relevant agencies must work closely with NA agencies and promptly report to competent authorities for consideration and decision.
Man said: "When reviewing draft laws, we need a thorough assessment of nearly a year of implementing the 3-tier administration model, with careful attention to decentralization, delegation of authority, and the feasibility of each policy. Roles, tasks, responsibilities, powers, and accountability must be clearly defined so localities can enforce regulations as soon as they take effect, while preventing legal gaps, overlapping responsibilities, and the shifting of accountability between agencies."
He emphasized the need to ensure consistency between laws, decrees and circulars so that legislation passed by the NA can be implemented more quickly and effectively, in the interest of the public and the business community.
