In his closing remarks, General Secretary and State President To Lam highlighted outcomes of the plenum. He said the plenum had taken important steps to implement the Resolution of the 14th National Party Congress, linking Party building with national governance and development to improve leadership capacity and implementation and mobilize national strength.
The Party and State leader said the Central Committee had agreed on approaches to studying fundamental issues concerning the Party and the country’s long-term development path.
The Central Committee approved outlines for reviewing the Party’s 100 years of leadership of the Vietnamese revolution, setting directions for national development over the next 100 years, reviewing 40 years of implementation of the Platform on National Construction during the Transition to Socialism, and studying amendments to the Party Charter.
These will provide a basis for reviewing practical experience, developing theory, and strengthening the Party’s organizational foundations.
Mr. Lam said: "The Party Central Committee reaffirmed its commitment to Marxism-Leninism, Ho Chi Minh Thought, and the goals of national independence and socialism. It called for developing theory from Vietnam’s practice, while selectively drawing on the world’s progressive achievements. The review must draw lessons on choosing the path, seizing opportunities, mobilizing the strength of the entire nation, and the Party’s efforts to renew, rectify and improve itself. It must explain the successes and the shortcomings."
"The review should provide a theoretical basis for upcoming policy decisions and identify new issues that need further study and solutions. The vision for 2030 to 2130 requires Vietnam to build the capacity and conditions for long-term development and fulfill its responsibility to future generations," said the Vietnamese top leader.
The Central Committee adopted a resolution on strengthening Party building and rectification and a new resolution on renewing the Party’s leadership and governing methods.
The Central Committee also decided to reform personnel work and policies to attract and make effective use of talent, building a workforce capable of meeting the country’s development needs.
On development targets, budget policy, and resource mobilization to accelerate growth in 2027, General Secretary and State President To Lam said: “The Central Committee has agreed on the key targets and priorities for 2027, including GDP growth of at least 10 percent and average CPI growth of around 4.5 percent, while maintaining macroeconomic stability and major economic balances. Vietnam must accelerate development and make breakthroughs in 2027, creating momentum and resources for the years ahead. This means implementing Conclusion 18 and renewing the development model in line with Resolution 19. High growth must be driven by productivity, competitiveness, and greater self-reliance, while ensuring long-term stability, social progress and equality, environmental protection, and improved living standards.”
The plenum also adopted regulations encouraging Party members to engage in investment and business activities while maintaining Party integrity and public-service ethics.
The Party and State leader called for the resolutions to be promptly institutionalized and effectively implemented, with close inspection and supervision and greater public participation.
