In the morning, Standing Member of the Secretariat Tran Cam Tu presided over the session. Participants worked in the plenary hall, discussing three topics: (1) Scheme on the "National strategy for attracting and utilizing talent in key sectors and fields to serve the country's rapid and sustainable development." (2) Regulations on Party members participating in investment and business activities (replacing Regulation No. 15 dated August 28, 2006, of the 10th Party Central Committee regarding Party members engaging in private economic activities). (3) Regulations on the Party's inspection, supervision, and disciplinary work (replacing Regulation No. 21 dated April 11, 2026, of the Party Central Committee regarding the Party's inspection, supervision, and disciplinary work).

The Politburo and the Secretariat met to review and provide opinions on reports addressing and explaining the opinions of the Party Central Committee during the sessions on Monday and Tuesday.

In the afternoon, participants worked in groups, deliberating on three topics: (1) Report assessing the socio-economic development situation and state budget implementation in 2026, along with the projected socio-economic development plan and state budget estimates for 2027. (2) Overall outline and four thematic outlines regarding the review of practical experience and research into amending and supplementing the Party Statute. (3) Detailed outline of the report summarizing 100 years of the Party's leadership of the Vietnamese revolution (1930–2030) and the orientation for leading national development over the next 100 years (2030–2130), and the report summarizing 40 years of implementing the Platform for national construction during the transition to socialism.

On Thursday, the Party Central Committee will continue its scheduled proceedings and conclude the plenum.
