The Draft Resolution will be implemented at eight ministries – Ministry of National Defense, Ministry of Public Security, Ministry of Construction, Ministry of Finance, Ministry of Justice, Ministry of Industry and Trade, Ministry of Foreign Affairs, and Ministry of Agriculture and Environment.
It also proposes piloting the mechanism in 10 provincial and municipal People’s Committees, including Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, Can Tho, Quang Ninh, Khanh Hoa, Lam Dong, Dong Nai, and Bac Ninh. The piloting period is from October 1, 2026, to September 30, 2028.
Deputies requested clarification on the scope of the pilot, standards, operating principles, and implementation procedures to ensure the new model operates effectively.
Thach Phuoc Binh representing Vinh Long province, said, “This legal framework is necessary to ensure the profession of the public lawyers at the pilot stage. In the global integration, I recommended adding requirements on foreign language proficiency for certain positions, especially for those involved in handling international investment and commercial disputes. It’s an important condition to ensure the ability to work independently in the international legal environment.”
