Speaking at an online conference on Thursday to launch the 2026–2035 National Target Program on Cultural and Socioeconomic Development in rural, ethnic minority and mountainous areas, the Prime Minister, who heads the Central Steering Committee overseeing its implementation, said: it was the first national target program of such broad scope.

“Integrating national target programs must bring about substantive improvement in governance, reduce administrative agencies and procedures, and address fragmentation and overlapping responsibilities. It must improve the efficiency of resources and focus state resources on key priorities including clean water, residential land, production land, and the livelihoods of people in disadvantaged areas and vulnerable groups. The program's effectiveness must be measured by the efficiency of resources and the tangible benefits it delivers to the people,” said Mr. Hung.

Emphasizing the principle that “local authorities make decisions, organize implementation, and hold ultimate responsibility for results,” PM Hung said decentralization must go along with resource allocation and regular inspections and oversight, involving the Government Inspectorate and the Central Inspection Commission.
