In his address, the PM commended the Central Military Commission and the Ministry of National Defense for their proactive and forward-looking strategic advice on military and defense affairs, helping safeguard the nation in both the immediate and long term.
He highlighted the military's achievements in advancing science and technology, innovation, and digital transformation, as well as noting the significant progress in developing the defense industry and mastering key technologies. He also praised the armed forces for effectively fulfilling their role in economic production and contributing to Vietnam's goal of achieving double-digit economic growth.
The Prime Minister stressed that defense diplomacy has continued to deliver positive results through active participation in international forums, contributions to United Nations peacekeeping missions, international humanitarian assistance, and disaster relief operations, all of which help to project the image of a professional, capable and responsible Vietnamese military committed to regional and global peace and stability.
Warning that the international environment will remain increasingly volatile and unpredictable, the PM called on the Central Military Commission and the Ministry of National Defense to further improve the quality of strategic advice on military, defense and foreign affairs.
He said the military must look further ahead, prepare earlier and provide in-depth strategic advice, while its role should extend beyond military and defense forecasting to include evaluating broader economic, social and diplomatic impacts. It must identify both traditional and non-traditional security threats, ensuring the country is never caught by strategic surprise while preventing external events from escalating into domestic crises.
Mr. Hung also stressed the need to continue building a revolutionary, regular, elite and modern military while also developing an autonomous, self-reliant, dual-use and modern defense industry capable of becoming a spearhead of Vietnam's national industrial base in order to achieve technological self-sufficiency.
