Speaking at the second 2026 meeting of the National Cybersecurity Steering Committee in Hanoi, the Prime Minister asked the Ministry of Public Security to finalize a draft Law on Data Security for submission to the National Assembly and develop a national AI security framework, along with specialized AI security capabilities, by 2027.
He also ordered the issuance of interim guidelines on the safe use of artificial intelligence in government agencies this year.
The Ministry of Science and Technology was tasked with proposing special policies to support domestic cybersecurity firms and startups, while strengthening oversight of mobile subscriptions, telecommunications services and virtual call centres.
The Ministry of National Defence was directed to enhance Vietnam's cyber defence capabilities.
The Prime Minister also called for a rapid response mechanism to freeze bank accounts and e-wallets linked to online fraud, close cooperation between the State Bank of Vietnam and the Ministry of Public Security, urgent action to address cybersecurity vulnerabilities, and expanded training of cybersecurity specialists.
He urged strengthened digital literacy efforts to help citizens improve online safety awareness and protect themselves from cyber threats.
