Party leader Lam emphasised that the ultimate goal of streamlining the organisational apparatus is to enable the Party to lead more effectively, the State to govern more efficiently, the administrative system to operate more swiftly, and the people to receive better public services.
Associate Professor Dr Bui Thi An, Director of the Institute of Natural Resources, Environment and Community Development, said, "The Party General Secretary and State President’s message clearly states that the success of reform should not be measured by the number of agencies merged, but by the level of satisfaction among citizens and businesses, and the country's development outcomes. I believe this reflects a modern approach to governance, one that takes public service delivery as the highest benchmark and places the people at the centre."
Former Deputy Minister of Home Affairs Nguyen Tien Dinh said the Party General Secretary and State President's emphasis on restructuring the organizational apparatus in conjunction with implementing the two-tier local government model has already brought about positive changes, making the administrative system much leaner than before.
"To ensure the two-tier local government model operates more effectively, we need to continue reviewing and strengthening decentralization, especially by delegating greater and more clearly authority. We should also review and restructure the organizational framework, particularly specialized agencies, to ensure they are capable of improving the quality of civil servants and public administration," he said.
