Party General Secretary and State President To Lam attended and delivered keynote directives. Also present were Prime Minister Le Minh Hung, National Assembly Chairman Tran Thanh Man, and Permanent Member of the Party Central Committee's Secretariat Tran Cam Tu. The meeting was connected online with all 34 provinces and centrally governed cities.

In his remarks, the Vietnamese top leader highlighted six major achievements recorded by the Government in recent months. He noted that macroeconomic stability had been maintained despite mounting global inflation pressures, with average consumer inflation estimated at 4.5% during the first six months of the year. Economic growth also remained on a strong upward trajectory, driven by solid performances in manufacturing, construction, services, tourism, and exports. GDP is estimated to have expanded by 8.39% in the second quarter, bringing first-half growth to 8.18%.

Mr. Lam called for the immediate removal of institutional and administrative bottlenecks to support economic growth of at least 10%. He instructed the Government to begin preparing the 2027 development plan as early as the third quarter of 2026, within the broader framework of the 2026–2030 development strategy. The plan, he stressed, should go beyond assigning growth targets and needs to identify key constraints, outline detailed policy scenarios, and set priorities for resources and implementation.

He also urged the Government to translate these priorities into concrete action plans with monthly and quarterly milestones, clearly assigning responsibilities to lead agencies and officials while publicly reporting implementation results. At the same time, the top leader emphasized the need to encourage officials to take initiative for the common good while strengthening discipline and intensifying efforts to combat corruption, wastefulness, vested interests, and the avoidance or shifting of responsibility.
