Speaking at the 13th National Congress of the Ho Chi Minh Communist Youth Union for the 2026–2031 term in Hanoi on Thursday, the Vietnamese top leader endorsed the Congress’s draft political report while highlighting five key priorities for discussion and implementation.
He stressed that the Youth Union should focus on educating young people about revolutionary ideals, patriotism, political steadfastness, ethical values, and aspirations to contribute to the nation. In the digital space, the organization should maintain a strong, intelligent, and humane presence, listen to young people’s concerns, promote positive values, and safeguard the Party’s ideological foundation.
Mr. Lam said: “It’s important to build a generation of Vietnamese youth who pursue lifelong learning, master science and technology, and pioneer innovation, digital transformation and international integration. In the new era, knowledge, technology, data, innovation, and human capital determine a nation’s competitiveness. Investing in youth is investing in the country’s long-term competitive strength."
"A country that aspires to achieve rapid, sustainable development, maintain its self-reliance, and integrate successfully into the world, must cultivate a generation of youth who are professionally competent, highly skilled, culturally grounded, resilient in character, and deeply committed to social responsibility. Young people should study not just to obtain degrees, but to develop themselves, work effectively, innovate, master their lives, and serve the nation,” said the Vietnamese top leader.
The Party leader also urged the Youth Union to align its movements with the country’s political priorities, the needs of the people, and the legitimate aspirations of young people. He called for stronger support in career guidance, skills training, employment, entrepreneurship, housing, cultural life, and physical and mental well-being.
Special attention, he said, should be given to workers, rural youth, demobilized servicemen, ethnic minority and religious youth, disadvantaged and disabled young people, as well as to Vietnamese youth living abroad.
