The debate, chaired by Colombian President Gustavo Petro Urrego, was attended by representatives of 80 UN member states. Addressing the event, Luu said mediation must be based on respect for the UN Charter, the sincere political will of the parties concerned, and the support of the international community.
Sovereignty, territorial integrity, and political independence of states must be respected under all circumstances, the Vietnamese diplomat said and voiced opposition to the threat or use of force, as well as military attacks against sovereign states in the region
Luu called for the ensuring of maritime safety and security, and freedom of navigation and aviation in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
He reaffirmed Vietnam's support for the Palestinian people's right to self-determination, full UN membership for the State of Palestine, and a two-state solution based on the pre-1967 borders, in accordance with international law and relevant UN resolutions.
