The national quantum capabilities need to be developed comprehensively, from research and highly skilled human resources to businesses, products and markets. To achieve this goal, the NIC will organise the Vietnam–Asia Quantum Technology Conference in November, featuring policy and investment forums, a technology exhibition and networking opportunities linking Vietnam with quantum centres across Asia and the world. The event aims to connect resources to develop projects, promote cooperation in research, training, technology transfer and investment, and pilot quantum applications in Vietnam.

Also speaking at the launch of the Vietnam–Asia Quantum Summit 2026, Professor Lai Ngoc Diep of Paris-Saclay University in France said Vietnam needs to connect its young workforce with universities, research centres and international businesses to develop quantum technology. This would help Vietnam improve the quality of its human resources, expand research opportunities and "gradually strengthen its presence in the international quantum science community."

Quantum technology is classified by Vietnam as a strategic national technology under a list issued by the Government in May. Vietnam’s domestic quantum ecosystem is also taking shape, with the Vietnam Quantum Innovation and Technology Expert Network (VNQuantum) established in August 2025, connecting scientists, universities, businesses and startups.
