At the high-level meeting of the UN Conference on Disarmament in Geneva from February 23–25, Ambassador Dung said Vietnam upholds a consistent stance and principles on disarmament and nuclear non-proliferation. He noted that Vietnam’s defense policy is guided by the principle of the “Four No’s” – no participation in military alliances, no alignment with one country against another, no foreign military bases on Vietnamese territory or use of Vietnam’s territory to oppose other countries, and no use or threat to use force in international relations.

The Ambassador stressed the mutual relationship between the Conference on Disarmament and the Treaty on the Non-Proliferation of Nuclear Weapons, noting that progress at the Conference on Disarmament can help create a favorable political environment for the Review Conference, while a successful Review Conference would strengthen the credibility and effectiveness of the multilateral disarmament mechanism.

Mr. Dung affirmed that Vietnam stands ready to make active contributions and promote dialogue in both processes.
