Deputy NA Chairwoman Nguyen Thi Hong said the draft Law is basically qualified to be submitted to the National Assembly for consideration and approval, based on feedback from the session.
“Regarding the amendments and supplements to the Law on the State Bank of Vietnam and the financial mechanism of the State Bank, we must continue reviewing the principles governing income-expenditure differentials to ensure the central bank’s distinct characteristics while aligning them with the current State Budget Law and the orientation toward a unified budget law,” said Hong, adding, “The regulations must be thoroughly reviewed, with clear criteria and appropriate risk-control mechanisms to meet socio-economic development needs without compromising the operational safety of credit institutions and the banking system.”
Giving feedback on the draft Law on Petroleum, NA Deputy Chairman Nguyen Hong Dien suggested that the Government continue fine-tuning mechanisms for decentralization and authorization in petroleum management.
He also called for clear definitions of responsibilities and coordination procedures among the Ministry of Industry and Trade, the National Energy Industry Corporation of Vietnam, and relevant agencies to ensure smooth and efficient management of upstream petroleum activities.
