Participants stressed the need to proactively prevent collective labor disputes in their early stages as a core solution to building harmonious, stable, and progressive labor relations. Discussions also focused on welfare activities for workers and measures to improve the quality of trade unions’ participation in policy and lawmaking processes.

They proposed the early issuance of an action program and evaluation criteria for implementing the Party’s Resolution on “Strengthening the Party’s leadership over communication, political and ideological education, and legal education for workers in the new context.”

Dang Thi Kim Chung, Vice President of the Quang Ninh provincial Federation of Labor, said: “Trade unions at all levels need to renew their mindset and methods to actively participate in lawmaking process. We should conduct research and engage right from the initial stages of drafting policy documents for more effective outcomes. It’s necessary to strengthen forecasting and research capability, while organizing more direct dialogues among workers, grassroots trade unions, and state management agencies so that we can forward practical and objective recommendations.”
