Addressing the summit, Russian President Vladimir Putin said the world is undergoing profound structural changes and noted that ASEAN–Russia cooperation has made significant contributions to peace, stability and development in the region and beyond.

He reaffirmed Russia’s commitment to actively participating in ASEAN-led mechanisms.

In his remarks, Vietnamese Prime Minister Le Minh Hung stressed that amid increasingly complex and unpredictable global developments, ASEAN and Russia should work together to foster a more stable, balanced and sustainable environment.

He reiterated Vietnam’s support for the peaceful settlement of disputes in accordance with international law, the UN Charter and the 1982 United Nations Convention on the Law of the Sea (UNCLOS). He also welcomed the agreement between the United States and Iran to end the conflict in the Middle East.

The Vietnamese leader proposed three key directions for strengthening ASEAN–Russia relations.

First, he called for elevating the strategic partnership through regular ASEAN–Russia summits and closer ties between the ASEAN Inter-Parliamentary Assembly (AIPA) and the Russian Parliament.

Second, the Vietnamese PM urged more substantive cooperation by addressing bottlenecks in logistics, market access and payment mechanisms, with the goal of raising two-way trade to 45 billion USD by 2035.

Third, Mr. Hung emphasized enhancing resilience and self-reliance, including making energy a major pillar of cooperation and contributing to the implementation of the Hanoi Convention on combating cybercrime.

At the conclusion of the summit, ASEAN and Russian leaders adopted the Kazan Declaration 2026, titled “ASEAN–Russia: Unity in Diversity – 35 Years Together,” along with declarations on energy cooperation and cultural cooperation, and the ASEAN–Russia Comprehensive Plan of Action for 2026–2030.
