The draft law proposes a range of special mechanisms, from controlled testing of new technologies to tax incentives for talent, with the aim of unlocking resources, promoting creativity, developing markets and turning cultural industries into a new driver of economic growth.

The draft focuses on seven major areas, including the development of the cultural industry ecosystem, intellectual property, human resources, infrastructure and markets, as well as financial policies and investment incentives.

It proposes a regulatory sandbox for new products, services and business models, particularly in film, music, fine arts, cultural tourism, design, fashion, handicrafts, video games, cuisine and digital content software.

Another notable proposal is the establishment of a Cultural Industry Exchange, while a National Culture Card, integrated into citizens’ digital identity accounts, would promote consumption of domestic cultural products.

Reviewing the draft, Chairman of the National Assembly Committee on Culture and Society Nguyen Dac Vinh said the legislation was necessary but noted that, as a new law, it still involves differing views and requires further careful study before being submitted to the National Assembly.
