The agreement was reached between the two leaders during their talks in New Delhi, where both sides emphasized the importance of Vietnam-India relations to making significant contributions to achieving each country's development goals. They include India's "Vision 2047" and "Vietnam's goal of becoming a high-income developed country by 2045."
Mr. Lam and Mr. Modi stressed the need to maintain regular contact at all levels, especially at the high level. They agreed to set a target of 25 billion USD in bilateral trade by 2030 and said defense and security cooperation is a crucial pillar of the Enhanced Comprehensive Strategic Partnership.
Amid the volatile global geopolitical and economic landscape, both sides emphasized the increasing strategic convergence between Vietnam and India in promoting an international order based on international law, peace, stability, cooperation, and prosperity in the region and the world. Vietnam is a key pillar in India's Act East Policy and Indo-Pacific Vision. Both sides reaffirmed their shared vision of a free, open, and rules-based Indo-Pacific region.
At a press conference following the talks, General Secretary and President To Lam said, “We agreed to elevate bilateral relations to an Enhanced Comprehensive Strategic Partnership. Substantive cooperation will deepen cooperation in several aspects."
"First, deepening political trust. Second, lifting defense and security cooperation to a strategic pillar. Third, making more significant changes in economic, trade, and investment cooperation, expanding markets for each other. Fourth, using science and technology, innovation, and digital transformation as new drivers for cooperation, unlocking areas of development with high added value. Fifth, boosting people-to-people, cultural, educational, and religious exchanges, consolidating a sustainable social foundation in the relationship between the two countries,” according to Mr. Lam.
Prime Minister Modi said that the newly upgraded relationship serves as a foundation for Vietnam and India to jointly realize their shared aspiration of becoming developed nations.
On this occasion, General Secretary and President Lam and Prime Minister Modi witnessed the signing and exchange of numerous cooperation documents between ministries, sectors, and localities of the two countries.
