In the race to develop artificial intelligence, investing in infrastructure, data, and technology is essential, but investing in human resources is particularly important.
The Global Network of Vietnamese AI Experts is based on openness, flexibility, and voluntary participation. Experts can participate in individual tasks, projects, or programs either in person or online and, depending on their expertise and circumstances, contribute to specific areas of national development.
A flexible mechanism linking expertise with practical needs
The network will be a mechanism linking experts with practical needs. The mechanism will identify specific problems requiring a solution and connect each problem with suitable experts, forming interdisciplinary, inter-organisational research and advisory groups.
Associate Professor Dr. Nguyen Tuan Hung, a lecturer at Japan’s Tohoku University said: “Establishing a network of AI experts is essential at this stage. It means creating a mechanism to address the major challenges facing Vietnam today. The network will connect experts at home and abroad to form research groups in specific fields; share data, infrastructure and research results among domestic and overseas scientists; develop interdisciplinary projects between AI and other fields; and support the training of young researchers and students through co-supervision of research.”
Tran Phu Thuan, Vice President and Secretary-General of the Union of Vietnamese Associations in Russia, said: “We particularly appreciate the building of a global network of overseas Vietnamese based on clearly defined areas of expertise. It will organize scientists, businesses, legislators, and young researchers around specific areas.”
Turning intellectual resources into technological capacity
In the digital era, with geographical distance no longer a barrier, overseas Vietnamese intellectuals don’t have to return home to contribute their expertise and knowledge. The network will bring AI to schools, businesses, and priority sectors, and promote training, knowledge transfer, innovation, and AI applications. Experts can jointly consult on interdisciplinary, long-term challenges and issues of national importance. This will strengthen Vietnam’s capacity to research, develop, and master strategic AI technologies.
Dr. Nguyen Quang Phuoc, Head of the Executive Board of the Vietnam Innovation Network in South Korea, said: “Vietnam needs to shift from funding theoretical research to investing in solving specific problems and creating products that the market needs. When identifying a research task, we should ask three questions: Who needs this technology? Who will use it? And who can bring it to market? If we can answer these three questions from the beginning, the gap between research and commercialization will be shortened.”
Vietnamese professionals working at science and technology centers around the world represent a valuable resource. The Global Network of Vietnamese AI Experts provides a flexible way to mobilise that resource. It enables talented people to contribute their knowledge, experience, and professional contacts to Vietnam without needing to return to Vietnam.
