Vietnam is now working to enable Overseas Vietnamese who have the capacity and desire to turn their potential into tangible value for national development. Politburo Resolution 23 is offering favorable mechanisms and conditions for overseas Vietnamese to participate directly, substantively, and effectively in the development of their homeland.
Positive response from Overseas Vietnamese
More than two decades after Resolution 36 on Overseas Vietnamese affairs was issued, Resolution 23 issued in August 2026 is drawing strong attention and a positive response from Vietnamese communities around the world. Tran Phu Thuan, Vice President and Secretary-General of the Union of Vietnamese Organizations in Russia, said: "Resolution 23 introduces important changes. First and foremost, it redefines the position and resources of the Overseas Vietnamese community. Previously, Overseas Vietnamese were described as an important resource. Now, they are recognized as an important strategic resource. While they were previously defined as an inseparable part of the great national unity bloc, Resolution 23 now identifies Overseas Vietnamese as one of the very important resources contributing to national development."
This shift in the perception of the Overseas Vietnamese community’s role places greater emphasis on mobilizing their resources, not only capital, but also knowledge, professional expertise, management experience, and international networks.
In turn, many overseas Vietnamese are adopting a new mindset and are ready to make greater contributions to their homeland.
Following the ongoing visit to France by Party General Secretary and President To Lam, Tran Huy Hoang, Chairman of the Vietnam-France Global Connection Federation (GCVF), said: "The most important thing is to translate high-level strategic commitments into specific cooperation programs that deliver practical benefits to people and businesses in both countries. France has many strengths that match Vietnam’s current development needs, particularly in science and technology, innovation, high-quality human resources training, green transition, energy, and finance."
Dr. Vo Toan Trung, Head of the Rehabilitation Department at Bullion Hospital in France, said: "We have a large community of Vietnamese scientists and technology experts living and working in France. Stronger Vietnam-France relations will provide an excellent opportunity to tap into this intellectual resource through training cooperation among research institutes, schools, and universities, as well as by promoting science and technology projects in which Overseas Vietnamese experts can play a central role."
A bridge connecting Vietnam with the world
Making each Overseas Vietnamese a bridge to the world is the new direction in Vietnam’s new context. During recent trips abroad, Party and State leaders have paid special attention to meeting and engaging with Vietnamese communities there. Their messages have received positive responses.
Ngo Thi Bich Ngoc, a Vietnamese living in the Netherlands, said: "Behind every overseas Vietnamese is an entire ecosystem of knowledge and resources that can be connected with Vietnam, contributing to the development of education, science and technology, and the national economy. Vietnam is becoming increasingly open, and Overseas Vietnamese want to cooperate with and contribute to the country’s development."
Ly Hoang Duy, General Director of the 4Ways Group in Australia, shared his view: "Vietnam’s laws and mechanisms supporting businesses are becoming increasingly clear and favorable for Overseas Vietnamese investing in the country. I am ready to connect more partners and businesses abroad so that they can return to Vietnam to cooperate and pursue long-term development in our homeland."
Increasing numbers of Vietnamese experts, scientists, and entrepreneurs living abroad are returning to Vietnam, bringing with them knowledge, technology, experience, and international connections that directly contribute to national development.
